8th Pay Commission Meetings Begin:The 8th Central Pay Commission (CPC) has officially begun its first round of consultations. This will lead to new discussions about central government employees’ salary increases, pension system changes and their promotional opportunities.
The latest meetings held in April 2026 have brought several key demands into the spotlight including a proposed 6% annual increment, a sharp rise in minimum pay and the possible rollback of the National Pension System, NPS.
The commission which the Centre established in 2025 will serve about 50 lakh central government employees and 65 lakh pensioners because its recommendations will determine public sector employment conditions in India.
Is a 6% Annual Increment Likely?
One of the most discussed proposals is the increase in annual salary increment to 6%, up from the current structure under the 7th Pay Commission.
NC-JCM employee representatives from different groups have made this wage increase demand to maintain purchasing power because of inflation and rising living expenses.
However, it is important to note that this is still a proposal not a confirmed decision. The Pay Commission enters its consultation stage because it will conduct several discussions with stakeholders and the government before reaching its final recommendation.
Minimum Pay May Jump to ₹69,000
Another major demand presented during the meeting is a significant hike in minimum basic pay from ₹18,000 to ₹69,000.
The proposal uses a fitment factor of approximately 3.83 to establish new pay grades for all employment levels. The proposal will result in substantial growth of both salaries and pension benefits for employees.

The Pay Commission discussions now focus on the pension issue. Employee unions are strongly advocating for:
- Scrapping the National Pension System (NPS)
- Restoring the Old Pension Scheme (OPS)
They argue that OPS provides superior financial security which remains constant in contrast to the market-dependent NPS system.
The demand has gained momentum, but any decision will depend on the government’s fiscal considerations.
Promotion Reforms
Employee organizations requested organizations to establish more promotion paths in addition to salary and pension benefits.
The employees raised three major demands according to their needs:
- The employees should receive five guaranteed promotions throughout their work period.
- The process of promotion should take place at a quicker speed.
- The organization needs to create simpler pay structures through which different salary levels will combine into single systems.
These reforms will solve career growth problems, while they will increase job satisfaction rates throughout the workforce.
The 8th Pay Commission has indicated that more meetings will be conducted in Delhi and other states over the coming months to gather inputs from various stakeholders.
Additionally, the deadline for submitting employee memorandums has been extended to May 31, 2026, allowing broader participation in the consultation process.
