Alankar Agnihotri Controversial Exit:Alankar Agnihotri, who holds the position of City Magistrate at Bareilly since his 2019 recruitment into the Uttar Pradesh Provincial Civil Service, chose to depart from his governmental duties on Republic Day which occurs on January 26 every year. The young officer chose to abandon his position because of his protest against the University Grants Commission regulations which the UGC introduced through their Equity Rules, 2026 and other related matters.
Early Life and Formative Years
Alankar Agnihotri, who was born and raised in Kanpur Nagar Uttar Pradesh, built his life through enduring determination. He experienced the death of his father when he was still a minor, which became a crucial event that defined his early years and his determination to succeed.

He achieved multiple academic achievements during his youth after his father passed away which made it impossible for him to continue his education. The early loss of his parent, combined with the subsequent obligations he faced, created a path that led him to develop his character and work ethic which ultimately drove him toward academic and service-related success.
Agnihotri advanced his studies to earn both a B.Tech and an LLB from IIT BHU, which ranks among India’s top engineering institutions. His studies in engineering and law provided him with an educational base which enabled him to develop a professional path that connected technical skills with administrative governance.
The Civil Services Success Story
After finishing his private sector work Agnihotri decided to join public service. He left his corporate job to prepare for the Uttar Pradesh Provincial Civil Services (UP PCS) exam which serves as a difficult test that grants access to state administration positions.
Agnihotri achieved his UPPCS examination success in his first attempt which showed his dedication and academic achievements. The accomplishment provided him entry into the 2019 PCS batch and access to the state administrative system.
Administrative Career
Agnihotri started his career after selection by working in essential administrative roles throughout Uttar Pradesh. His early postings included roles as Sub-Divisional Magistrate (SDM) in districts such as Unnao, Balrampur and Lucknow, where he was known for a forthright approach and firm work style.
He served as City Magistrate in Bareilly district where he managed law enforcement activities while supervising civic operations which included working with local communities and higher government authorities. Agnihotri attracted attention when he resigned from his position which he had held since 2013.

Agnihotri’s resignation created major disturbances in both political and bureaucratic sectors. His decision announced via an official letter addressed to the Governor of Uttar Pradesh, Election Commissioner, and State Election Commissioner cited deep disagreement with the newly notified UGC Promotion of Equity in Higher Education Institutions Regulations, 2026.

Agnihotri used his resignation to express his concerns about the regulations which he described as a “black law” because they would create academic instability and separate people from their communities.

In the letter read addressed to the commisioners he wrote, “I, Alankar Agnihotri, am currently a 2019 batch gazetted officer in the Uttar Pradesh Provincial Service and am serving as City Magistrate, Bareilly in Bareilly district. I also want to bring to your notice that I had the privilege of earning a B.Tech degree from IIT BHU under the All India Hindu University, for which I will remain lifelong grateful to Bharat Ratna Mahamana Madan Mohan Malaviya. Inspired by his dream, the Banaras Hindu University was established. Keeping Kashi and the brave land of Hanumanji in mind, I am speaking my mind.”
He also mentioned how authorities dealt with what happened at the Magh Mela in Prayagraj when Shankaracharya Swami Avimukteshwaranand disciples were allegedly treated poorly while they bathed on Mauni Amavasya. Agnihotri used the incident to Sanatan culture as evidence of his government criticism which he presented through his investigation of present governance systems.
