The path of reinstatement of Transgender people in the Bihar police force has now been cleared. Now, there will be a direct appointment of Transgender people for the posts of Constable and Sub Inspector. After the approval of the State Government, the Home Department has issued a notification on Friday.
The superintendent of Police (SP) will have the right to appoint the constable cadre. Whereas, the right to appoint for the Sub Inspector (SI) will be with the Deputy Inspector General of Police (DIG) level functionary. One post will be reserved for the transgender community in every 500 advertised posts in the Constable and Sub Inspector cadre.
Separate advertisements for this post will also be published. If the status of selected candidates is reduced in order to appoint reserved posts for transgender, action will be taken to fill up the reserved vacancies from the general candidates of the same original advertisement.
The educational qualification for direct appointment of transgender people will be as per the constable of Bihar Police, 1978 and SI act. The physical criteria for transgender candidates will be similar to that of women candidates of the concerned cadre. The minimum age for candidates will be as per advertisement and the maximum age limit will be exempted as per SC, ST quota.
As per the census 2011, the total population of Bihar was 10.41 crore, of which the transgender population was 40,827. Thus, the representation of this section in the population of the State is 39 per one lakh.
Generally, the system of reservation remains identical to the representation of the population. The present sanctioned force in Bihar police is 1, 30243, according to which at least 51 posts should be represented by the transgender class. That means, about one person out of 2550 police officials or personnel should be from a transgender community. This result in 41 constables post and 10 Sub Inspector posts, reserved for the transgender community.
