International Day of Sign Languages is observed on September 23 every year. The day intends to raise awareness of the importance of sign language in the full realization of the human rights of people who are deaf.

The 2011 Indian census cites roughly 1.3 million people with hearing impairment. Contrast that with numbers from India’s National Association of the Deaf, which estimates that 18 million people, roughly 1 %of the Indian population are deaf. This is a large number who deserve to communicate by sign language purely. According to The Rights of Persons With Disability Act, 2016 “deaf” means persons having 70 DB hearing loss in speech frequencies in both ears. The deaf people should obtain a disability certificate which is issued by the district medical board and get the facilities, but the barrier-free atmosphere is not accessible for them. Society is incapable of apprehending its significance in language. It is developing a big barrier between them.

Theme of International Day of Sign Languages 2020:

The theme for the 2020 International Day of Sign languages is “Sign Languages Are for Everyone!”. According to the World Federation of the Deaf, there are approximately 72 million deaf people worldwide.

History of International Day of Sign Languages:

The United Nations’ Permanent Mission of Antigua and Barbuda sponsored and 97 United Nations Member States co-sponsored the resolution A/RES/72/161 and it was adopted by consensus on 19 December 2017. The United Nations General Assembly (UNGA) proclaimed 23 September as the International Day of Sign Languages (IDSL) intending to raise awareness of the significance of sign language in the full realization of the human rights of people who are deaf. The International Day of Sign languages was first celebrated in the year 2018 under the theme With Sign Language, Everyone is Included!

Significance of International Day of Sign Languages 2020:

The UN resolution establishing the day acknowledged that early access to sign language and services in sign language, including quality education available in sign language, is vital to the growth and development of deaf individuals and critical to the achievement of the internationally agreed development goals. The resolution also recognised the importance of preserving sign languages as a part of linguistic and cultural diversity.
