Tamil Nadu Additional Chief Secretary accuses CVC KV Chowdary of casteist discrimination; seeks removal

Tamil Nadu Additional Chief Secretary accuses CVC KV Chowdary of casteist discrimination; seeks removal

The Tamil Nadu Additional Chief Secretary, Jagmohan Singh Raju has accused Central Vigilance Commissioner (CVC) KV Chowdary of casteist discrimination. Raju, was apparently abdicated of the Department of Personnel & Training (DoPT).

It has been claimed that the notice regarding the same has been forwarded to the Prime Minister as he is the overall in-charge of the DoPT in implementing the recommendations of the National Commission for Scheduled Castes’ (NCSC) as well as the Ministry of Social Justice & Empowerment.

The notice sent to the Prime Minister contained the following recommendations made by the NCSC on 09.12.2016 on a representation made by Dr. Raju.

“11. The Commission is concerned that if such a senior Scheduled Caste officer, has to face discrimination and injustice, leading to impediment to his career by delay in empanelment, demoralising him, as well as the petitioner having to unnecessary bear the stigma of an officer under investigation by CVC, then what is the recourse of the thousands of ordinary Government servants belonging to the Scheduled Castes. Injustice and discrimination at the hands of the public authorities erodes the faith of the community in the system.

11.1 The Commission has found, for reasons recorded above, that the petitioner has been grossly discriminated against and victimised. The findings of this case may be brought to the notice of the competent authority in the DoPT with the recommendation that it may take appropriate action in accordance with the Government’s instructuctions…The action taken by DoPT in this regard may be reported to this commission with 3 months.

11.2 DoPT may also examine if Section 4 of the Schedule Caste and Schedule Tribes (Amended) Act, 2015, will apply in the instant case and if so, consider to take necessary action”

KV Chowdary is an officer of the 1978 batch of Indian Revenue Service (IRS). He assumed the charge as Central Vigilance Commissioner on 10 June 2015. He has also served as Chairman of the Central Board of Direct Taxes (CBDT). While Jagamohan Singh Raju is an IAS officer posted as Additional Chief Secretary in Tamil Nadu.
