Now with the 8th Pay Commission on the way, it’s a good time to look back at what the 6th Pay Commission had said about this matter and why it felt comparing both sectors was not so simple.
The 6th Pay Commission explained that just looking at salary numbers doesn’t give the full picture. Government jobs come with many other things apart from basic pay like job security, pension, and several benefits that private sector workers don’t always get. The Commission felt that these extra benefits make a huge difference.

The pension alone is a big value, and once you add job safety to it, the overall package becomes very strong. The Commission also said that working in the government gives people a chance to do important work and help in big national projects, which is something money can’t measure. They said the kind of roles and respect that come with government jobs is also very special.
Private companies often show a big CTC or Cost To Company, which sounds like a huge amount. But the Commission explained that the CTC includes many things, and the actual take-home salary can be much lower. Many parts of CTC depend on how well the person performs at work. If someone doesn’t meet targets, they don’t get the full amount.
It also said that big salaries that are often shown in newspapers or media reports only go to a very small number of people. These are usually students from top business schools. Most private sector workers don’t earn that much. Also, in some cases, companies offer high salaries just to bring in talent quickly when a new industry starts or when there’s a boom. These high salaries don’t last forever and become normal over time.
The 6th Pay Commission wanted to make a fair comparison between both sectors. It asked a business school, XLRI Jamshedpur, to study what government jobs really offer in total. According to Upstox, the study found that when you add everything together like allowances, pension, job safety, and other benefits, government jobs offer a better deal at lower levels like Group C and D.

For Group B, private jobs pay a little more, and for Group A, private sector salaries are much higher. But even there, government jobs give things the private sector can’t like job security that’s hard to put a number on. Even if someone tried to calculate its value, they would probably underestimate it.
Th 6th CPC said, “the Commission is also of the view that the main consideration in the private sector being ‘profit’, an equal comparison with the Government is not going to be ever possible. Central Government employees have been demanding a revision in pay scale revision the private sector.”
