Every state outlawed dogfighting in 1976, but enforcement was lax until a study revealed a link between the activity and other crimes.
The Animal Fighting Prohibition Act went into effect in May 2007, and each offence of interstate or international transport of animals for fighting purposes is punishable by up to three years in prison. In December 2010, the A.S.P.C.A. established a Blood Sports unit dedicated solely to investigating animal fighting and partnered with the Office of Community Oriented Policing Services of the U.S. Department of Justice. In 2017 alone, over 300 dogs were rescued from 13 dogfighting operations in 11 states.
