Trump $5,000 Payment: U.S. President Donald Trump has made a major new promise ahead of the 2026 midterm elections. He said every adult citizen in the United States could get $5,000 if Republicans keep control of both the House of Representatives and the Senate.
Trump announced the plan on Wednesday, September 9, during the Republican Party’s first-ever midterm convention in Dallas, Texas. The election will take place on November 3 and control of Congress is one of the main issues in the race.
Trump called the money a “dividend” and linked the idea to what he described as the country’s strong economic performance. He said:
“If the Republicans win the House of Representatives and the United States Senate, both, due to our tremendous strength and economic success, I will issue a $5,000 dividend to every adult citizen of the United States.”
He also said there’d be one major condition. The $5,000 would have to be spent inside the United States. However, Trump didn’t explain when people would receive the money or which government agency would handle the payments. He also didn’t give a clear answer on whether the payment would depend on a person’s income.

The size of the proposed payment is already raising major questions. Reuters reports that the U.S. has around 270 million adults. Giving each one $5,000 would put the total cost at about $1.35 trillion.
That amount would be much bigger than the direct stimulus payments given to American households during the COVID-19 pandemic. It’d also come at a time when the U.S. government is already dealing with a very large budget deficit. The Associated Press said such a plan would likely need approval from Congress before payments could actually be made.
Trump hasn’t yet presented a detailed bill or payment system for the proposal. So, for now, the $5,000 payment is a political promise and not an approved government program.

Trump also didn’t say exactly where the money would come from. Tariff revenue has been discussed as one possible source. Vice President JD Vance later suggested that wealthy Americans may not receive the payment, which could reduce the total cost.
Experts say the amount of tariff revenue available wouldn’t be enough on its own to cover a payment of this size. Questions also remain about the legal authority needed to create the program and how the money would actually reach eligible Americans.
