Bihar Prison e-Mulakat Service: In a major step towards digitising prison services, the Bihar government has re launched its e-Mulakat facilit. It helps family members, lawyers and doctors interact with jail inmates via secure video calls without needing to turn up at the prison in person. This upgraded service is basically meant to make prison visits feel more convenient and at the same time improve transparency while also cutting down overcrowding at correctional facilities.

Right now the facility has been restarted at Shaheed Khudiram Bose Central Jail in Muzaffarpur and it is expected to be rolled out to other prisons across Bihar in phases. All of this will be handled under the oversight of the Directorate of Correctional Services.

What Is the Bihar Prison e-Mulakat Service ?

The e-Mulakat service is a digital initiative that lets authorised people communicate with inmates through fixed, scheduled video conferencing sessions. Instead of traveling to prisons for face to face meetings, eligible visitors can register online, book a time and attend the interaction from their home area.

How to Book an e-Mulakat Appointment?

The Bihar prison administration has provided two ways for booking appointments, like a kind of parallel system:

1. National Prisons Information Portal (ePrisons)

Applicants can go to the National Prisons Information Portal and enter the required details of both the inmate and the visitor through the online application process.

2. Citizen Service Mode

Visitors can also register via the Citizen Service option. In that method, the steps are like this:

1. First, the visitor’s mobile number has to be verified by the jail administration.

2. Once verification is done, users can sign in using a one-time password (OTP).

3. After that, they can choose an available slot and schedule the video meeting.

Virtual or Physical Meetings

The updated system allows eligible visitors to choose between:

• Virtual meetings through video conferencing.
• Physical visits, wherever permitted by prison authorities and subject to existing rules.

Part of India’s e-Prisons Initiative

According to the prison administration, each inmate will be eligible for one e-Mulakat session per week. The e-Mulakat service operates under the e-Prisons platform developed by the National Informatics Centre (NIC). The platform integrates prison management services across India and supports online visit requests, inmate information and grievance-related services for citizens.
