Delhi Police registered a case against Shokeen at Sadar Bazar Police Station under Sections 192, 196, 352 and 353 of the Bharatiya Nyaya Sanhita (BNS). Police began investigating after taking notice of the video on their own, without waiting for a formal complaint to start looking into the matter.

The police’s Intelligence Fusion and Strategic Operations (IFSO) unit was asked to check the video and investigate the claims. The Special Police Unit for North Eastern Region (SPUNER) had earlier written to the IFSO unit, seeking an investigation.
According to Deputy Commissioner of Police (North) Niharika Bhatt, Shokeen is a known troublemaker in the Sadar Bazar area and has faced involvement in several brawling cases in the past. Police teams had also visited his home during the investigation, but he wasn’t present there at that time.
Viral Video Sparks Anger, Shokeen Issues Apology
The video allegedly showed Shokeen making racial remarks against the young man from Tripura, including calling him “Chinese” and making other insulting comments. Reports said the video was uploaded earlier in September before it gained wider attention online.
Shokeen later posted an apology video. He said the earlier clip was meant to be humorous and claimed he hadn’t intended to hurt anyone. But the explanation did little to stop the anger over the alleged remarks. The police investigation is now underway following his arrest.
The Tripura Students Forum Delhi (TSFD) also sent a complaint on October 21 to the Joint Commissioner of Police linked to SPUNER. It asked for a fair and urgent investigation. The group alleged that the video showed a person from Tripura facing racial abuse, harassment and humiliating treatment. It also asked police to check who recorded and shared the video and to take proper legal action.
