Jharkhand Municipal Election 2026:The long-awaited Municipal Elections 2026 are getting closer, and the State Election Commission (SEC) has already come out with a strict new eligibility criteria for candidates which is going to be a turning point in local democracy of the state. The new rules have come into force, and political aspirants and citizens are closely watching the changes in participation and representation in urban local bodies.
Jharkhand Municipal Election 2026: Two-Child Rule
The change that has probably generated the most debate is the imposition of a “two-child rule” for the candidates who want to contest elections. According to the new directive, only those parents who have two children or less will be eligible to file nominations for municipal elections such as council seats and the mayor in the forthcoming elections. This rule is drawn from the Jharkhand Municipal Act, 2011, and is meant to promote family planning and sustainable urban governance in the state.
“The restriction applies to those whose third or subsequent child was born after February 9, 2013, in accordance with provisions of the Jharkhand Municipal Act, 2011. However, candidates who had more than two children on or before this date, but did not have additional children later, will remain eligible for contesting the Municipal polls,” stated the notification issued by the State Municipal Commission.
However, there’s a specific caveat: the restriction applies only if a candidate’s third or subsequent child was born after February 9, 2013. If someone had more than two children before this cut-off date and has not added to that number later, they remain eligible to contest.
Tax Clearance
In addition to the two-child condition, the SEC has made tax compliance a mandatory requirement for all municipal election candidates. This implies that anyone who intends to challenge must first pay all outstanding municipal taxes, fees, rent, and other charges accrued until the financial year 2024-25 to the municipality before handing over the nomination papers.
The municipality will not consider any nominations if there are still amounts owed. The municipality will be strict regarding the payment of simple interest on dues, while compound interest on older dues (before Feb 2013) may be waived, thus the compliance burden will be reduced somewhat.
Affidavit and Verification
In order to make these rules effective, every candidate is now required to submit a self-declaration affidavit together with their nomination papers. The candidate will have to declare that all eligibility conditions are met, especially with regard to the number of children, and that there are no municipal dues owed. If any information is found to be false during verification, it could lead to cancellation of the nomination altogether.
All Urban Bodies to Vote Together
The 2026 municipal polls are historic in another sense too. For the first time ever, elections across all urban local bodies including municipal corporations, municipal councils, and municipalities are expected to be held simultaneously across Jharkhand.
The SEC has already communicated to district administrations to prepare reservation rosters and election logistics in earnest.
