Jharkhand is set to roll out the ‘Rah Veer’ scheme, a crucial initiative aimed at encouraging citizens to step forward and help save the lives of road accident victims.
Every year, thousands of people in India suffer serious injuries in road accidents, and many lose their lives simply because they don’t receive timely medical care during the golden hour, the critical 60 minutes after an accident. Under this new scheme, anyone who helps a seriously injured victim within this window will be rewarded with ₹25,000 in cash and a certificate of appreciation.
The Ministry of Road Transport and Climate has sent letters to Jharkhand and other states, asking them to prepare for the scheme’s rollout. State-level preparations to implement the program are already underway.

Who Will Be Recognized as a ‘Rah Veer’?
The person who first informs the police about the accident will be identified as the Rah Veer. After verifying the details with the doctor treating the victim, the police will issue an official acknowledgment letter, recording the Rah Veer’s name, phone number, address, the location, date and time of the incident, and details of how they helped save the victim. This report will then be forwarded to a district-level evaluation committee for final approval.
Annual Awards Also Planned
Beyond the ₹25,000 cash reward, each year, 10 Rah Veers will be selected at the national level and awarded ₹1 lakh each. This not only boosts the recognition and morale of good Samaritans but also encourages more citizens to step up in times of need.
How Is This Different from the Existing Policy?
The central government already has a Good Samaritan Policy offering ₹5,000 to those helping road accident victims, but its impact has been limited. The Rah Veer scheme aims to improve on this by offering stronger incentives and structured recognition to increase public participation.
According to the government, the scheme will remain active until March 31, 2026.
