In view of providing a boost to Upper castes, on January 27, 2019, the Bihar government had constituted a commission ‘Swarn Aayog‘ to analyse the poor condition of the upper castes. Under the chairmanship of the retired judge of Allahabad High Court, DK Diwedi the commission handed over its report to the Bihar government.

However, no concrete action has been taken in the issue so far. Ruling BJP and JDU have taken different paths on the issue, which is the main reason for the delay in action, sources claimed.

The ‘Swarn Aayog’ report stated that due to some historical reasons Upper castes did not get employment opportunities.

Along with creating the reservation for upper castes and there is a need for providing educational and financial facilities to upper caste students like reserved category students are getting, the report suggested.

Around 25 per cent Hindus are unemployed and most of ‘Bhumiar’ (11.8 per cent) caste people are unemployed, the report pointed out. In the case of employment, 25% of people in the upper caste are unemployed. 46% of the upper castes in the rural areas are unemployed and the figure in the urban areas is 54%.

Founder and Chief of Hindustan Avam Morcha Jitan Ram Manjhi have supported the report findings and said that, we are in favour of reservation for upper castes. On the other hand, JDU spokesperson Niraj Kumar Singh stated that “JDU is the first party, who took step towards upliftment of upper castes”.

Congress leader Sadanand Singh also favoured the suggestion of creating the reservation for Upper castes, while BJP has not taken any clear stand on the issue.
