While India is battling with stagnation in job creation, more than 500 posts in cooperative banks, in Kannur, remain unoccupied as the qualification to these jobs are not properly defined. The confusion in the notifications also adds to this. System Supervisor and Data entry operator posts in these banks mostly remain vacant.

According to the authorities, there are two orders at present defining the qualification to system supervisor post. The data entry operator qualification to system supervisor post. The data entry operator qualification is not defined yet.

According to Matribhumi reports, the appointments to these posts were undertaken by the cooperative exam board. Even though the syllabus for this exam is fixed, the qualification is undetermined. Leading to many banks being unable to appoint candidates to these posts.

In 2003, the appointments to the Primary cooperative banks, Primary Agricultural Rural Development Banks, Housing Co-operative Societies were given to the cooperative exam board. It contained the posts of supervisory categories above the posts of peon and watchman in more than 2100 institutions.

As there is dilemma existing on whether the data entry operator and the system supervisor posts belong to the supervisory categories, the appointments to these posts were done by the administrative authorities themselves mainly through receiving money and politics. Letters have been submitted to the government to clarify these qualifications but no action has been taken on this.
