Bihar New Lawyers To Get Rs 5,000 Monthly Stipend For 3 Years: Check Eligibility

Bihar’s new lawyers can get Rs 5,000 every month for three years under a government welfare scheme. The support is aimed at helping eligible young advocates during their early careers.

Bihar Lawyers 5,000 Monthly Stipend: New lawyers in Bihar will get financial support from the state government during the early years of their legal career. Under the new welfare scheme, eligible advocates will receive Rs 5,000 every month for three years.

The scheme covers lawyers who were enrolled with the Bihar State Bar Council on or after January 1, 2024. The stipend will be paid through the Bihar Advocates’ Welfare Trust Committee. The scheme is aimed at giving some financial support to young lawyers while they build their practice. The Centre has also confirmed the Bihar scheme and its basic eligibility conditions in a 2026 Lok Sabha reply.

According to reports, the scheme was announced by Bihar Deputy Chief Minister Samrat Choudhary in September 2025. It was introduced after demands from the legal community for more support for newly enrolled advocates.

Who Can Get The Rs 5,000 Stipend?

Not every new lawyer will automatically get the monthly payment. There are certain conditions that applicants have to meet.

The advocate must have been enrolled with the Bihar State Bar Council on or after January 1, 2024. The lawyer also has to be a member of a Bar Association attached to a court in Bihar. The Bar Association must certify that the person is in active legal practice.

The scheme’s detailed eligibility rules also include an age condition. As per the recorded scheme minutes, the applicant must be between 22 and 32 years old when applying. An advocate who was earlier employed by a government department or PSU won’t be eligible. The income of the applicant’s parents must also be within the prescribed limit.

Application Process For New Lawyers

Applicants have to buy the application form for Rs 100 and submit it with the required documents. These include the matriculation certificate, Bihar State Bar Council registration certificate and proof of legal practice or experience.

The application also requires the parents’ income certificate, residence certificate, PAN card and AIBE certificate. A cancelled cheque has to be submitted as well so that the payment process can be completed.

The lawyer also has to give an affidavit confirming that they aren’t involved in criminal cases and aren’t doing another profession or business along with legal practice. The application must be signed by the president and general secretary of the concerned Advocates’ Association.

Rs 5 Lakh For E-Libraries And Rs 30 Crore Welfare Fund

The state government has also announced support for Advocates’ Associations. Each eligible association can receive a one-time Rs 5 lakh grant for setting up an e-library. Reports also said that facilities such as restrooms and chambers for women lawyers will be supported.

The Bihar government has allocated Rs 30 crore to the Bihar Advocates’ Welfare Trust Committee as part of the wider support package for lawyers.
