ECI Announces Bypolls in 8 States with Bihar Assembly Elections; Check Dates and Constituency List

ECI Announces Bypolls in 8 States: As the Election Commission of India (ECI) unveiled the eagerly awaited schedule for the Bihar Assembly Elections 2025, it also made public that by-elections in eight constituencies located all over India would be conducted simultaneously. This is a strategic initiative aimed at standardizing electoral operations, using the resources in an maximum manner.

Bypolls are going to be held in eight different constituencies in eight states and union territories as per the official announcement made by the Election Commission of India (EC). All seats were left vacant due to different circumstances, such as resignation, death, or disqualification of the sitting MLAs. The full list is given below:

1. Budgam (Jammu & Kashmir):

The seat became vacant after former Chief Minister Omar Abdullah resigned. He had won from two constituencies in the last election.

2. Nagrota (Jammu & Kashmir):

A bypoll has been called owing to the demise of senior leader Devender Singh Rana resulting in a vacancy in this important constituency.

3. Anta (Rajasthan):

The seat had become empty after the disqualification of Kanwarlal Meena due to his conviction in a criminal case.

4. Ghatsila (Jharkhand):

The ST reserved seat became vacant due to the death of MLA Ramdas Soren, a tribal leader highly respected in the area.

5. Jubilee Hills (Telangana):

The by-election here was called after the death of MLA Maganti Gopinath, a prominent figure from the Bharat Rashtra Samithi (BRS).

6. Tarn Taran (Punjab):

BYPOLL was announced after the death of Dr. Kashmir Singh Sohal, a senior leader of the Akali Dal-BJP alliance.

7. Dampa (Mizoram):

The by-election was announced due to the demise of MLA Lalrintluanga Saila. This results in a vacant seat in this northeastern assembly segment.

8. Nuapada (Odisha):

The vacancy in the Nuapada assembly constituency was due to the passing away of Rajendra Dholakia.

Election Schedule and Timeline

The Election Commission’s notification specifies that poll dates for all the eight constituencies will be on November 11, 2025, and the counting of votes will be done on November 14, 2025, along with Bihar’s results.

It is expected that the notification for nominations will be issued around mid-October and the scrutiny and withdrawal of nominations will take place before the month ends. The coordinated timing is a way of ensuring that the staff, the observers, and the security personnel can be deployed efficiently across the states.

Any seat that is vacant in the legislative assembly should be re-filled through a by-election within a period of six months from the date of vacancy under Section 151A of the Representation of the People Act, 1951. The only condition says that the assembly’s term should not have less than a year left.

The ECI decision to combine these bypolls with the Bihar election shows that the body is committed to upholding the democratic process and making sure that no constituency is left unrepresented. The holding of simultaneous elections also helps to reduce expenses, use manpower efficiently, and have a uniform election monitoring.

Security Arrangements

In order for the elections to be transparent and fair, the ECI has announced that 470 Central Observers will be deployed in the state of Bihar and the eight bypoll constituencies. Among these, 320 IAS officers, 60 IPS officers, and 90 officers from other Central Services such as IRS and ICAS are included.

The Observers will be working as General, Police, and Expenditure Observers, supervising the operations of polling from campaign spending, security arrangements to the implementation of the Model Code of Conduct.

The Commission has also prepared special training sessions to provide instruction to the officers on their work at the field, which would go a long way in ensuring that the polling and counting days run smoothly.

The political significance of these bypolls may be limited to a certain extent but their impact is wide beyond that. The elections to Budgam and Nagrota in Jammu & Kashmir will be the benchmark test for the National Conference, BJP, and Congress amidst changing political dynamics there.

For national parties such as BJP and Congress, these bypolls are like mini-referendums that take place just before the 2026 election cycle, thereby helping them to keep track of the voter sentiment at the grassroots level.
