The “courtiers de change” were entrusted with the oversight and control of agricultural communities’ debts on behalf of the banks during the 12th century in France. According to Italian historian Lodovico Guicciardini, during the late 13th century in Bruges, commodity merchants congregated outdoors at a market square that housed an inn that belonged to the Van der Beurze family. They were formally recognized as the “Brugse Beurse” in 1409, a transition that transformed their previous informal gathering into an institution. The concept subsequently proliferated to adjacent nations, and ‘Beurzen’ quickly established itself in Ghent and Rotterdam.

This unique idea allowed international merchants, especially Italian financiers who had been in Brussels from the early 13th century, to establish stock market exchange locations upon returning home. Countries contributing included Italy (Borsa), France (Bourse), Germany (borse), Russia (birža), Czechoslovakia (burza), Sweden (bors), Denmark, and Norway (børs). In most languages, the word means money bag, which comes from the Latin word ‘bursa,’ from whence the Van der Beurse family name comes.

Midway through the thirteenth century, Venetian financiers commenced trading in government securities. By 1351, the Venetian government had prohibited the dissemination of rumors with the intention of devaluing government funds.

In the fourteenth century, bankers in Pisa, Verona, Genoa, and Florence also initiated the trading of government securities. Only because a council of citizens rather than a duke presided over these autonomous city-states was this possible.
