New CalFresh Work Requirements: Starting June 1, 2026, California will begin using new federal CalFresh work rules for some adults. The state says these changes affect people who are 18 to 64 years old, do not have a disability, and do not have a dependent child under age 14. For these households, CalFresh benefits may continue only if the person meets a work or community engagement rule, or gets an exemption.
CalFresh is California’s food benefits program. It helps people buy groceries, and the official state site says it can be used at most grocery stores, convenience stores, farmers markets, and even online at participating locations.
What the Work Rule Means
Under the new ABAWD rule, a person may need to work, volunteer, or join an approved job or training program for at least 80 hours a month. The state also says the hours can come from paid work, volunteer work, community service, job training, education, or workfare. If someone does not meet the rule and does not qualify for an exemption, they can only get CalFresh for 3 months in a 36-month period.
The change also means that some people who were previously outside the rule may now be covered. California lists older adults, parents with older children, homeless people, veterans, and some former foster youth among groups that may now need to follow the new work rules unless they qualify for an exception.
Who may still be Excused
Not everyone has to meet the new monthly hour rule. California says people may be excused if they are pregnant, cannot work because of a physical or mental health problem, are getting or applying for disability benefits, are caring for someone who is sick or disabled, are in school at least half-time, or live in an area where the rule is waived. Veterans, homeless individuals, and foster youth can also qualify for an exception in some cases.

The state has also kept the older general work rules in place for some CalFresh users. Those rules can apply to people ages 16 to 59 who are able to work, and they include work registration requirements.
What CalFresh Users should do now
California officials are telling people to read their notices carefully and answer fast if the county asks for papers or extra proof. The state also says county offices can help connect ABAWDs with local work chances.
