October 2025 Dry Days List India:“Dry days” refer to days on which the sale of alcohol (liquor, beer, spirits) is prohibited in licensed outlets: liquor shops, bars, pubs, restaurants, etc. The objective is generally to maintain decorum during national holidays, religious festivals, election days or other observances of cultural significance.

It’s important to note: dry days typically restrict public sale of alcohol (i.e. commercial outlets), not private consumption (though public consumption may attract enforcement).
Because excise (alcohol) law is a matter under state jurisdiction in India, the actual list of dry days may differ from state to state. What is a “dry day” in one state may not be so in another.
October 2025: Official Dry Day Announcements
One clear announcement that has come through is that October 2, 2025 (Thursday) is designated as a dry day. This coincides with Gandhi Jayanti (Mahatma Gandhi’s birth anniversary) and Dussehra in many parts of India.
In Delhi, for instance, the Excise Department has directed that all liquor shops, restaurants, bars must shut on October 2.

October 2025 Dry Days List India: No Diwali Ban (Yet)
Multiple media sources referencing the official excise notifications affirm that Diwali 2025 is not included in the dry day list as of now.
For instance:
Economic Times says: “The most remarkable thing is that on Diwali 2025 no prohibition will be imposed; hence, during the celebrations, the sale of alcohol will be allowed.”
NDTV states: “The current notification does not list Diwali as a dry day,” though it leaves open the possibility of future updates.
So the status is a bit nuanced as of now, Diwali is not universally treated as a dry day, according to the published lists, though in certain local jurisdictions (e.g. parts of Delhi NCR) it might be.
Why Diwali Is Not (Yet) a Dry Day?
Diwali is one of India’s largest and most widely celebrated festivals. It is also a major time for social gatherings, parties, and hospitality business. Imposing a nationwide dry day on Diwali has both political and commercial implications. Many in the hospitality and liquor retail sectors push back on blanket bans for such a big festive occasion.
The local state excise authorities decide dry days which means unlikeliness to a Diwali ban throughout all the states, especially those that depend on the excise revenue from the increase in liquor sales during the festive season.
It was said that a few lists already indicate Diwali 2025 (21 October) as a dry day only in Delhi NCR. This highlights how the implementation of dry days is no central. There can be independent announcements made by the states (or districts) nearer the time as a result of local political or religious influences.
