Special Education Day History

It all began in 1972 with the filing of the U.S. District Court case Mills v. Board of Education in the District of Columbia. It was determined that it was unlawful to deny publicly funded education to children with special needs, including those with cognitive disabilities. This legal precedent established a path for subsequent legislation, including the Education for All Handicapped Children Act of 1975, which was signed into law on November 29, 1975, by President Gerald Ford. The Act was the first official legislation of the nation to address special education.

It was mandatory for states that received federal funds to ensure that individuals with special needs had complete access. A 1986 amendment to the law increased assistance for educators and parents, as well as advanced education plans. This landmark legislation was renamed the Individuals with Disabilities Education Act, or IDEA, in 1990.
