Energy Efficiency Tax Rebates: As part of the Inflation Reduction Act passed by Congress in 2022, Wisconsin has launched the first Home Energy Rebate Program (HOMES) in the country.
While the program primarily aims to help lower-income households, it is available to people of all income levels. It backs upgrades like putting in heat pumps, air sealing, and insulation to save energy and cut down on electricity bills. If these steps are taken all over the country, American households could save up to $1 billion a year on energy costs and about 50,000 new jobs could be created in residential buildings.
The federal government claims that through home energy rebate programs, individual households can reduce their monthly energy bills by hundreds and save up to $14,000 on home efficiency improvements.

“HOMES offers discounts on energy-saving home improvements, such as insulation and efficient heating and cooling equipment,” reads the program’s official website.
To “determine the home’s improvement needs and establish the estimated energy savings each improvement would provide,” applicants must complete a home energy assessment offered by a registered energy auditor.

The amount of the rebates they are eligible for depends on their household income and projected energy savings. The following is how rebates for single-family residences would be distributed:
- $10,000 for those who earn less than 80% of their area median income (AMI).
- $4,000 for those who earn between 80% and 150% of AMI.
- $3,000 for those who earn 150% of AMI or more.

Wisconsin is not the only state anticipated to soon offer a refund program; Arizona, California, Hawaii, Indiana, Maine, New Mexico, New York, Rhode Island, and Washington are also anticipated to do so.
