8th CPC Fitment Factor Rise: A central government teachers’ union has put forward a long list of demands before the 8th Central Pay Commission. The group wants a minimum basic pay of Rs 47,210 every month, a yearly increment of 6%, and a fitment factor that can go up to 2.62. On Friday, August 7, the Pragatisheel Shikshak Nyaya Manch, or PSNM, which is linked to the All India NPS Employees Federation, met the 8th CPC in Delhi and submitted its memorandum.

Manjeet Singh Patel, who is the president of AINPSEF, said, “Although the suggestions submitted to the 8th CPC were primarily teacher-oriented, several of the demands call for reforms that could be implemented across the broader Central Government employee workforce,”. The federation said it speaks for around 50 to 60 associations. PSNM represents central government teachers in Union Territories, Kendriya Vidyalayas, and Navodaya Vidyalayas.

Another demand is Social Obligation Leave for 45 days so teachers can deal with social, cultural, and emergency needs. The group also wants a 90-day Family/Parent Care Leave for looking after parents, spouses, dependent children, and other family needs.

The memorandum also asks for better leave encashment. It wants the limit during service to go up from 300 days to 400 days. For housing allowance, the union wants the current system changed into only two groups by merging the Y and Z categories. It has also suggested new HRA rates based on DA.

On pension the memorandum makes its position very clear. It says, “NPS should be scrapped & OPS should be restored Or Extension of Provision of 30 March 2021 NPS Rules up to VR/VRS and Superannuation,”.

Universal PF Scheme May Bring Retirement Security To Gig Workers And Freelancers

The group also wants employees to get a one-time option at retirement to choose between DGEHS and CGHS. It says this would help teachers from other states and Union Territories who work in Delhi or other UTs and later want to return home while still keeping healthcare access.

Promotions

The teachers’ body has also asked for time-bound promotions. It wants a promotion rule that works in 5 to 7 years, with movement from Primary Teacher to TGT and then TGT to PGT within 6 to 7 years. It wants more PGT posts based on student number and subject need. It also wants subject-wise Head of Department posts and a better system for Vice Principal posts.

Age

Another major demand is a higher retirement age. The union wants all teachers, from primary schools to universities, including Kendriya Vidyalayas, Navodaya Vidyalayas, and research institutions, to retire at 65 years.

Insurance

For insurance, it wants monthly Group Insurance Scheme contributions of Rs 300, Rs 600, and Rs 1,200 depending on pay bands. It also wants cover of Rs 1 crore, Rs 1.5 crore, and Rs 2 crore, plus a refund of employee contributions with interest when retirement happens normally.
