Bihar Budget 2026 Highlights:The Bihar government of Nitish Kumar presented their annual financial budget for 2026-27 with a record-breaking amount of ₹3.44 lakh crore which aims to enhance economic growth and create job opportunities and provide assistance to farmers and support business development.
The Bihar Legislative Assembly received its budget presentation from Finance Minister Bijendra Prasad Yadav who delivered the budget through the “Developed Bihar” (विकसित बिहार) vision which created a framework that would enable sustainable economic growth to deliver development benefits to every citizen in the state.

The total outlay of ₹3.44 lakh crore for 2026-27 marks a significant increase from the previous year’s ₹3.17 lakh crore budget approximately 30 billion Indian rupees which shows Bihar’s increasing financial responsibilities for both development and welfare programs. “The government has so far provided jobs and employment opportunities [rozgar] to 50 lakh youths. By 2030, one crore youths will get jobs and employment opportunities,” said the Governor.
The expanded budget for Economic analysts point out that this expanded budget not only strengthens fiscal capacity but also positions Bihar for accelerated development in key sectors like employment and rural markets and agriculture and industry.
The budget places its top priority on creating jobs while empowering young people to achieve their full potential.
The government allocated budget funds to support industries and micro small and medium enterprises (MSMEs) and startup ecosystems which will create sustainable employment opportunities throughout districts according to the “Developed Bihar” vision.
Startups and Entrepreneurship
The 2026-27 budget contains essential funding to support startups and microenterprises and all entrepreneurial activities. The government has dedicated funding to attract new industries while supporting investments in emerging sectors which will establish Bihar as an appealing location for innovative businesses and their novel operational methods.

The Governor also said, “maintaining rule of law and communal harmony are also a top priority of the State government. To strengthen law and order machinery, the number of police personnel has been raised to 1.21 lakh, while the number of police stations has reached 10,380. Bihar also has the highest percentage of female police personnel”.
He added that in keeping with its motto of “nyay ke saath vikas” (development with justice), the government has been working towards empowerment of women, and the State was now home to 1.40 crore female volunteers enrolled with “Jeevika” self-help groups.
