Budget 2026 Rural development: Finance Minister Nirmala Sitharaman presented the Union Budget 2026 in Parliament on Sunday. This was her ninth Budget speech and the third Budget of the Modi 3.0 government. The Budget clearly focuses on reforms, job creation, skill building, and growth that includes everyone. Many announcements were made for farmers, women, students, small businesses, healthcare workers, and travellers.

Big plans for farmers, women, and education

One major focus of Budget 2026 is to increase farmers’ income. The government plans to develop 500 ponds and Amrit Sarovars to support fish farming. It also wants to promote entrepreneurship in animal husbandry so that more quality jobs are created in rural areas.

Farming is also set to become more modern with the launch of the Bharat-VISTAAR platform. This new system will use AI to give advice to farmers in many languages. The goal is to help farmers grow more crops, reduce risks, lower costs, and earn better incomes.

To support women in science and higher education, the Finance Minister announced that one girls’ hostel will be built in every district. This step is meant to solve the problem of “prolonged hours of study and laboratory work” that often stop women from choosing research careers. This is expected to encourage more girls to study STEM subjects.

Education will also get new institutions. The Budget includes plans to open a National Institute of Design in eastern India and build five university townships near major industrial and logistics corridors.

Support for small Businesses

Small businesses, especially MSMEs, received strong attention in Budget 2026. The government announced a three-part support plan covering money, funding access, and professional help. A Rs 10,000 crore SME Growth Fund will be launched, and the Atmanirbhar Bharat Fund will get Rs 2,000 crore more. To make rules easier, ‘Corporate Mitras’ will help small businesses in Tier-II and Tier-III cities.

Women entrepreneurs in villages will benefit from the new Self-Help Entrepreneur or SHE Marts. These will be community-owned shops run by women’s self-help groups. This move supports the Lakpati Didi initiative, which aims to help women earn at least Rs 1 lakh a year.

Healthcare

Healthcare and jobs are also a big part of the Budget. Over the next five years, the government plans to add 1 lakh allied health workers and train 1.5 lakh caregivers. Three new All India Institutes of Ayurveda will be set up. NIMHANS-2 will be launched, and district hospitals will see a 50% increase in capacity through new emergency and trauma centres. Five regional medical hubs will be developed to promote medical tourism.

Tourism

Tourism will grow with a focus on medical, heritage, and cultural travel. The Hotel Management Council will become a National Institute of Hospitality. Buddhist Circuit projects in the North-East, a National Destination Digital Knowledge Grid, and development of 15 archaeological sites are also planned.

Middle Class Tax relief

Many middle-class families were hoping for tax relief in Budget 2026, but there were no major changes. The expected increase in standard deduction from Rs 75,000 to Rs 1 lakh did not happen. Because of this, the middle class did not get direct benefits on taxes.

Some indirect relief was announced as well like Customs duty has been removed on medicines used for cancer and diabetes. Duties on items like footwear, slippers, smartphones, and other daily-use goods have been reduced, which may make them cheaper.

Rail Corridors

The Budget also announced seven high-speed rail corridors, including Hyderabad–Chennai, Mumbai–Pune, Pune–Hyderabad, Delhi–Varanasi, and Varanasi–Siliguri. These projects aim to cut travel time and boost economic activity.
