Ghazipur slaughterhouse: NGT seeks fresh report from DPCC in regards to flouting of environmental rules

The National Green Tribunal has directed the Delhi Pollution Control Committee (DPCC) to examine the issue of alleged environmental violations in the Ghazipur slaughterhouse and directed it to file a fresh report within eight weeks. The NGT was hearing the matter regarding the flouting of rules by the Municipal Corporation of Delhi (MCD)-operated Ghazipur slaughterhouse.

The bench of Tribunal Chairperson Justice Prakash Shrivastava also comprising Dr A Senthil Vel noted that an earlier report filed by a joint committee reveals that in the joint inspection, untreated effluent was found to be bypassed from the slaughtering area and ultimately discharged into river Yamuna. The Water Quality and Microbiology Analysis report disclosed in the joint inspection report indicates the presence of total coliform, faecal coliform and E.coli number in the outlet of nanofiltration as 1.8 MPN/100 ml whereas, in the outlet of RO filtration unit, these numbers were found to be 240 MPN/100 ml, 13/100 ml and 9.3/100 ml respectively, noted the Tribunal.

Noted the discrepancies, the Tribunal in an order on October 20, 2023, directed a joint committee of the DPCC and Central Pollution Control Board (CPCB) to conduct another inspection of the slaughterhouse after four weeks. The report filed by the Joint Committee stated that during the inspection conducted on August 7, 2023, it was found that the Bio-methanation Plant was not installed to treat wastes such as rumen, stomach and intestine contents, dung, agricultural residues, etc. Flowmeter not installed at the Inlet of the pipeline, through which the effluent is being passed dumpsite of Ghazipur, states the committee in its report.

During joint inspection, untreated effluent was found to be bypassed from the slaughtering area rendering the plant into to open drain leading to River Yamuna, the report further added Earlier the committee recommended that MCD should deposit Environmental Compensation of Rs. 50 lakhs imposed by DPCC for non-installation of bio-methanation plant, but No EDC deposited for non-installation of methanation plant.
