UPS staff to NPS: The Ministry of Finance has now given a special choice for Central Government employees who are in the Unified Pension Scheme (UPS). They can do a one-time, one-way switch and move into the National Pension System (NPS). This came out in an official memorandum on August 20, 2025.
This option is open only for those UPS members who are still some time away from retirement. They can take this step up to one year before their final retirement age, or at least three months before they take voluntary retirement. But if an employee is under removal, dismissal, or any disciplinary action, then this chance will not be open for them.
The order says once an employee decides to change, they cannot go back to UPS again. That means they will no longer get the fixed UPS benefits like guaranteed monthly pension.

Accordign to Business Today, The government’s extra 4% contribution will be added into their NPS account when they leave service, and that will follow the Pension Fund Regulatory and Development Authority rules. The memo has told all ministries and departments to inform their workers about this new option. The idea is to make things more flexible and also to make NPS stronger as a long-term plan for retirement.
Diffrence in UPS and NPS
There are some big differences between UPS and NPS. Under NPS, the money you get at retirement depends on the market and how your investments perform. That means there is risk, and income can go up or down.
but in UPS it is different it gives a fixed pension. If a worker completes 25 years in service, they are guaranteed 50% of the average of their basic salary from the last 12 months as pension.

UPS also has one more benefit that NPS does not give. UPS pensions rise when Dearness Allowance goes up. That helps protect old people against inflation and rising prices. NPS does not have this automatic rise. Even though NPS can grow more in the long run through stocks, bonds, and government securities, it does not adjust for inflation on its own. That can create money problems for retirees in the future.
What happens to Family memebers?
Another important thing is about families. UPS gives family pension if the employee dies. Normally the family gets 60% of the pension amount, which means they still get support and regular money. NPS does not have such built-in family cover. If someone passes away suddenly, their family may not have the same steady financial safety like UPS offers.
