Jammu & Kashmir: SHRC asks Rs 10 lakh as compensation for human shield victim Farooq Dar

The chairman of States Human Rights Commission Justice Bilal Nazki on Monday directed the state government of Jammu and Kashmir to provide Rs 10 lakh as compensation to the Human Shield sufferer Farooq Ahmed Dar.

This Kashmiri civilian was allegedly used as human shield by the army of the state earlier this year. Justice Bilal Nazki, however, denied directing the army, saying that “SHRC does not have any jurisdiction over the army.

Farooq Dar was purportedly tied to the bonnet of an army jeep and paraded through several villages few months back in Budgam during the bypolls of the parliamentary seat of Srinagar. This inhuman act was widely condemned both nationally and internationally.

A video was circulated all over the social media of Mr. Dar tied to the bonnet of what was believed to be an Indian Army jeep forcefully as a human shield. This once again raised concerns over violation of human rights by Indian armed forces in Kashmir.

The video became a huge rage across all the social media platforms. This forced many political figures to speak and criticize the act. Former Chief Minister of Jammu and Kashmir expressed his outrage at the incident in a series of tweets, exclaiming, how a lack of action about the Kashmiri youth’s handling frustrated him.

Now after months when this incident took place States Human Rights Commission has demanded compensation of Rs 10 lakh for the victim saying that “such a  treatment to human being cannot be accepted by any civilized society”. SHRC also made a clear point that “The protection of life and liberty of the people is basic responsibility of the state government” so it must fulfill the duty.
