SC orders to reconduct 2016 Manipur Civil Services Exam

The order passed by the Manipur High Court has been upheld by the Supreme Court on Friday, November 22, 2019, which cancelled Manipur civil services examination conducted by Manipur Public Service Commission (MPSC) in 2016 and allowed it to be conducted again.

Judges M Shantanagoudar and Sanjiv Khanna also upheld the High Court’s instructions to the Central Bureau of Investigation (CBI) and conducted a time-bound investigation of the examination.

MPSC civil services 2016 exam was quashed due to “irregularities”

Last month, the Manipur High Court made a landmark decision that cancelled the MPSC exam result.

More than 100 candidates who appeared for the exam had moved to the High Court, claiming that they have “various anomalies, irregularities, and illegalities” in the test.

The candidate argued over the result of the MPSC civil services exam 2016 which was concluded on September 23, 2016, that the result was announced “in haste”  on October 4, 2016.

Therefore, the petitioner argued that the MPSC has examined and evaluated a total of 9040 answer scripts in about 11 days.

Further, MPSC does not maintain any guidelines for “coding, checking, and evaluating answer scripts” and these were done in a “haphazard and whimsical manner”, causing serious flaws.

The petitioner also urged the High Court to establish a  High-Level Probe Committee to investigate the matter. The exam was conducted to fill 82 posts for the state service.
