US Government Ends Paper Checks: These Groups Will See Payment Changes

US Paper Checks: The era of paper checks from the US government is coming to an end. A new executive order signed by President Donald Trump requires all federal payments to switch to electronic methods by September 30, 2025. This major shift will change how millions of Americans receive Social Security benefits, tax refunds, and other government payments and how they pay taxes or fines to the government.

The White House explained the decision in a March 25 statement “Paper based payments, such as checks and money orders, impose unnecessary costs, delays, and risks of fraud, lost payments, theft, and inefficiencies.”

The move comes as check fraud has surged across the country. Between February and August 2023, criminals stole over $688 million through mail related check fraud. Cases of fraud involving checks doubled between 2021 and 2023, including high profile thefts like a $4 million Treasury check scam by former postal workers.

 Who Will Be Affected the Most?

Around 456,000 Americans still receive paper Social Security checks each month. Many are seniors, people without internet access, or those unfamiliar with digital banking. Switching to electronic payments could be difficult for them.

The government will allow hardship exemptions for those who struggle with the change, but the Social Security Administration (SSA) may face challenges helping everyone transition especially after budget cuts and office closures.

 How Will Payments Work Now?

Treasury Secretary Scott Bessent has 180 days to create a plan for the shift. Payments will move to:

  • Direct deposit (bank transfers)
  • Debit/credit card payments
  • Digital wallets (like Apple Pay or Venmo)
  • Real time payment systems

People who still get paper checks must set up an electronic payment method before the 2025 deadline.

Even outside the government, paper checks are becoming rare. A 2024 survey found that 46% of Americans didn’t write a single check last year. Younger adults especially prefer apps like Venmo or Apple Pay.

“Checks aren’t safe anymore,” said Haywood Talcove, a fraud expert. “It’s where the criminal groups are feasting.”

What If Someone Can’t Use Digital Payments?

A few exceptions will remain, such as for emergencies or people without bank accounts. But the overall message is clear: the government is going fully digital, leaving paper checks in the past.

For those who rely on checks, the next year will be crucial to adapt before the September 2025 cutoff changes how America gets paid.
