Chair of the House committee on China, Representative Michael Gallagher, stated in a statement that the new semiconductors “likely could not be produced without US technology” and that SMIC may have violated the Foreign Direct Product Rule of the Department of Commerce. According to him, this poses a threat to national security.
Some businesses are likely to oppose Gallagher’s proposal, arguing that it would harm the US economy. However, he contends that it is essential for national security.
