White House: Kirby stated that it was premature to discuss any potential impact on Ukraine’s lengthy counteroffensive preparations. He noted that Russian forces had unlawfully occupied and controlled the dam at the time of the explosion, but stated that U.S. officials had not yet determined whether or not it was a deliberate act.

The White House stated on Tuesday that it could not definitively say what caused the devastation of a massive dam in Ukraine, but was evaluating reports that Russia, which has occupied the dam for the past year, was responsible. The destruction of the dam on the Dnipro River, which separates Russian and Ukrainian forces in southern Ukraine, caused “many deaths” and the evacuation of thousands of Ukrainians, according to spokesman John Kirby.

Kirby told reporters that the devastation could have devastating effects on the energy security of Ukraine. “We’ve seen the reports that Russia was responsible for the explosion at the dam,” he said. We are doing our best to evaluate these reports and are collaborating with the Ukrainians to acquire more information. But we cannot definitively state what occurred.

Ukraine accused Russia of destroying the Nova Kakhovka dam, whereas the Kremlin claimed Ukraine had sabotaged the structure. Kirby stated that it was premature to discuss any potential impact on Ukraine’s lengthy counteroffensive preparations.

He noted that Russian forces had unlawfully occupied and controlled the dam at the time of the explosion. But stated that U.S. officials had not yet determined whether or not it was a deliberate act. Kirby stated that international law forbade the destruction of civilian infrastructure. When asked if the devastation of the dam would constitute a war crime.

He stated that U.S. officials would continue to collaborate with humanitarian partners on the ground in order to provide assistance to those affected.
