Ajay Kumar Appointed UPSC Chairman

New Delhi: The Union Public Service Commission (UPSC)—the institution responsible for shaping India’s civil services—has a new chairman. Dr. Ajay Kumar, former Defence Secretary and a technocrat with an exceptional track record in governance, has been appointed to the top post, as per an official order released by the Ministry of Personnel on Tuesday.

Kumar, a 1985-batch retired IAS officer of the Kerala cadre, takes over from Preeti Sudan, whose tenure ended on April 29. His appointment was cleared by President Droupadi Murmu and comes at a time when the Commission plays a crucial role in selecting India’s next generation of bureaucratic leadership.

With a BTech from IIT Kanpur, a PhD in Business Administration from the University of Minnesota, and decades of experience across key ministries, Dr. Kumar brings a rare combination of academic rigor, administrative experience, and policy innovation.

A Technocrat with a Reformist Vision

Kumar’s most prominent tenure was as India’s Defence Secretary (2019–2022), where he led a wave of reforms that redefined India’s security architecture. He was instrumental in implementing the Chief of Defence Staff (CDS), corporatizing the 200-year-old Ordnance Factories, and launching the iDEX initiative to foster defence startups. His role in shaping the Agniveer recruitment scheme and advancing the ‘Atmanirbhar Bharat’ agenda cemented his reputation as a reformer.

Prior to that, as Secretary in the Ministry of Electronics and IT, Kumar helped roll out flagship initiatives like Aadhaar, UPI, and MyGov. His vision of digital inclusion played a critical role in expanding India’s e-governance framework.

From Kerala to Carnegie

Kumar’s administrative roots lie in Kerala, where he led early IT initiatives and helmed KELTRON as MD. Post-retirement, he continued shaping public discourse as an advisor to the US-India Strategic Partnership Forum and through his VC fund, MGF-Kavachh, which backs deep tech startups. He is also a visiting professor at IIT Kanpur and a non-resident Senior Fellow at Carnegie India.

Why It Matters

The UPSC doesn’t just conduct exams—it builds the leadership engine of India’s governance machinery. With Dr. Ajay Kumar at its helm, the Commission is likely to see a sharper emphasis on innovation, digital governance, and reform-oriented leadership. His appointment signals a future-ready vision for the civil services, one where domain knowledge and public accountability walk hand in hand.

For a generation of young Indians aspiring to serve the nation, Kumar’s story is a roadmap: from classrooms to command centres, from coding to crafting public policy.
