A parliamentary panel headed by senior BJP leader Murli Manohar Joshi recommended the government to provide for sufficient financial allocations with regards to major crop insurance schemes with which they could attract more farmers. The panel further suggested that the agriculture insurance policies should be re-established in a way that it includes multi-cropping under its umbrella.

In the latest, the 30th report, The Committee on Estimates pointed a lack of focus on farmers in taking positive initiates.

The scheme Pradhan Mantri Fasal Bima Yojana (PMFBY) according to the committee suffers from delay in crop cutting experiments, delay or non-payment of insurance claims and lack of transparency.

The report said that in the last two years the overall area under PMFBY has plummeted from 57.2 million hectares to 47.5 million hectares. According to the recommendations, agriculture can remain a sustainable option only if the farmers are provided with access to better seeds, support from the government and best farming practices.

The report was submitted for the National Action Plan on Climate Change (NAPCC) under the Union Environment Ministry.
