The birth date of Santos is February 19, 1886. He was reared in Pampanga throughout the Spanish-era Philippine Revolution. As a member of the initial cohort of Filipinos sent to American universities, he attended school there. Santos assumed the role of legal counsel for the Manila Railroad Company and the Philippine National Bank after his graduation with a law degree. He continued to advance at an accelerated rate. Santos assumed the position of Chief Justice of the Supreme Court of the Philippines on December 24, 1941.

Santos exhibited unwavering patriotism in March 1942 when President Manuel Quezon extended an invitation to accompany him to the United States in light of the Japanese invasion’s rapid advancement. Santos, on the other hand, deferred, devoting his presence to the Philippines. Before his departure on March 17, 1942, Quezon designated Santos as the Commander-in-Chief of the Armed Forces of the Philippines and Acting President.

The Japanese captured Santos and his son on April 11, 1942, in Cebu. An additional display of national loyalty and personal integrity was Abad’s refusal to cooperate with the Japanese during his capture. He demonstrated courage and selflessness despite being threatened with mortality.

Following two days of confinement, Japanese forces executed Santos on May 2, 1942.
