A.F.L.-CIO initiated a contentious internal debate in 2003 regarding the trajectory of the labor movement in the United States following the establishment of the New Unity Partnership (N.U.P.), an ad hoc coalition comprising several prominent CIO unions. This matter became increasingly contentious in 2004, subsequent to the labor-backed candidate John Kerry’s defeat in the United States presidential election of November 2004.

In August 2013, the International Longshore and Warehouse Union (I.L.W.U.) withdrew from the A.F.L.-CIO. Individuals affiliated with other AFL-CIO unions crossed its picket lines without the union’s intervention, according to the I.L.W.U. Also observed: the AFL’s willingness to allow CIOs to reach compromises on important issues. It was declared that the Dockers’ Union would form an independent union.
