John Wilce, the inaugural director of the program at Ohio State University, expressed his view regarding the establishment of these departments as follows: “Throughout his collegiate tenure, each student ought to have been allowed to acquire the moral and social advantages of participating in an athletic team. Additionally, he should have been provided with prospects to develop recreational play routines that will prove beneficial to him beyond his academic years.”

After that, the University of Michigan established the nation’s first recreational sports facility. Elmer Mitchell, a graduate student at the time, was designated as the inaugural Director of Intramural Sports by the university in 1919. Elmer is regarded as the father of intramural athletics and has presided over the position for more than two decades.

Elmer authored and co-authored “Intramural Athletics” and “Intramural Sports,” respectively, from 1928 to 1929. In 1946, Elmer instructed William Wasson, a P.E. graduate student with a keen interest in intramural athletics. Wasson used funding from the Carnegie Foundation to look into the intramural athletic programs of historically black colleges and universities across the country.

Following the release of his research findings in February 1950, Wasson was invited to an intramural summit to be held at Dillard University. Twenty representatives from universities and institutions throughout the nation attended the summit. These individuals, along with Wasson, established the National Intramural Association, which served as the forerunner to the present-day NIRSA.
