HISTORY OF UNIVERSAL DAY OF CULTURE

In the event of armed conflict, the Roerich Accord, also known as the Treaty on the Protection of Artistic and Scientific Institutions and Historic Monuments, gives preservation of artworks precedence over military necessity. Nicholas Roerich, a Russian painter and author, drafted the document in an effort to safeguard cultural and scientific works from destruction during armed conflict.

The significance of the Roerich Pact, which was first proposed in 1931, is exemplified by the Universal Day of Culture. The United States ratified it for the first time on April 15, 1935, making April 15 the official date for the international observance. Several initiatives were made throughout the 20th century to realise the purpose of this holiday, making it one of the most significant international celebrations. The Banner of Peace, which still accompanies every global commemoration of this special day, is recognised as the pact’s symbol.

The affirmation of this universal day is supported by an international movement, and all participating nations organise and coordinate international programmes to facilitate intercultural dialogue, one of the day’s objectives. In December of 2008, charitable organisations from Cuba, Italy, Lithuania, Latvia, Russia, and Spain formed The International Movement for the Affirmation of April 15 as Universal Day of Culture (I.M.A.U.D.C.). Currently, forty organisations from fourteen countries and twenty-five thousand individuals participate in the Movement.
