West Bengal 7th Pay Commission: West Bengal government employees have a fresh reason to watch the state’s 7th Pay Commission, after the government formally constituted the panel to review the existing salary structure, Dearness Allowance (DA), allowances and pension benefits.
The development comes shortly after the state government announced a 20-percentage-point increase in DA, taking the DA rate for eligible state government employees to 38% of basic pay. The latest move has also renewed attention on the possibility of further DA revisions as the new pay commission examines the overall compensation structure.

The West Bengal government recently increased DA by 20 percentage points, taking the rate to 38% of basic pay. The government has said that it wants to gradually narrow the difference between the DA received by state employees and their counterparts in the Central government rather than announce one very large increase at once.
7th Pay Commission to Review DA and Salary Structure
The state’s official terms of reference provide important details about what the commission will examine. The panel has been asked to review existing pay, allowances and other benefits and recommend changes considered desirable and financially feasible. It will also examine the existing DA system and recommend an appropriate formulation for DA under the proposed pay structure.
“The commission will examine parity between the pay levels of state employees and those under the Central Pay Commission to establish greater all-India equivalence and reduce litigation over pay structures. For DA, the panel proposes linking the allowance to the All-India Consumer Price Index and recommending a standing order for DA disbursement based on the index,” TOI said, citing a senior official.
Will DA Increase Automatically After the Pay Commission Review?
Not necessarily. The phrase “automatic DA increase” should be treated carefully. The official notification does not say that DA will automatically rise whenever the commission submits its report.
Instead, the commission has been directed to review DA and recommend a suitable formula. The final salary and allowance changes will require consideration and approval by the West Bengal government.

When Will the 7th Pay Commission Submit Its Report?
According to the government’s notification, the commission is expected to submit its recommendations as expeditiously as practicable and preferably within six months of publication of the resolution. The government can extend this period if necessary.
DA Arrears Remain a Separate Issue
The DA debate in West Bengal also includes long-pending arrears. In February 2026, the Supreme Court held that the DA payable under the applicable rules was a legally enforceable entitlement and it also issued directions about arrears for the 2008-2019 period. Alongside that, the court set up a monitoring mechanism for how those directions get implemented basically to keep an eye on compliance.
The arrears issue should not be mixed up with future DA hikes under the new pay commission. They’re distinct bits within the bigger dispute over employee pay and allowances not the same story at all.
