Under Iran’s laws, a three-member leadership council now assumes the duties of the Supreme Leader until the Assembly of Experts elects a new permanent leader.
“The Expediency Discernment Council has elected Ayatollah Alireza Arafi as a member of the interim leadership council,” said expediency council spokesman Mohsen Dehnavi in a post on X.

Who is Ayatollah Alireza Arafi?
Born in 1959 in Meybod, Iran, Arafi has long been embedded in the country’s religious establishment. Before his current appointment, he held several influential positions including member of the powerful Guardian Council.
The constitutional watchdog responsible for supervising elections and vetting candidates and a seat in the Assembly of Experts, the clerical body charged with choosing the Supreme Leader. Arafi has also led major religious institutions such as the Al-Mustafa International University, served as Qom’s Friday prayer leader, and directed Iran’s national seminary system.
In Qom, he completed his primary school education. At the same time, he began his seminary courses and preliminary courses. Later, he also attended seminary courses, learned Arabic and English. Furthermore, he studied mathematics and philosophy.
His ties to Iran’s clerical hierarchy run deep. Arafi’s father was reportedly a close associate of Ayatollah Ruhollah Khomeini, the founder of the Islamic Republic, and Arafi himself was part of the Generation of clerics educated in Qom, Iran’s preeminent center of Shiite scholarship. Over decades, he built a reputation as a conservative religious scholar with strong institutional relationships, making him a logical choice for the interim leadership role.

What the Interim Role Means?
Unlike a fully appointed Supreme Leader, Arafi’s role is transitional and defined by Article 111 of Iran’s constitution. The interim leadership council he now joins must maintain state functions, uphold clerical authority, and stabilize the regime while the Assembly of Experts moves quickly to select a permanent successor. Once that leader is chosen, the interim council will dissolve.
This process begins under extraordinary circumstances. Ayatollah Ali Khamenei, who served as Iran’s Supreme Leader since 1989, has died which created a power vacuum in Iran’s religious government system.
Khamenei’s death caused the country to enter a period of national mourning while it brought about immediate needs to assess Iran’s internal stability, its international relations, and its global diplomatic ties.
For the interim council, the task is twofold: prevent political fragmentation inside Iran at a moment of vulnerability, and manage the country’s escalating confrontation with the United States, Israel and regional actors. Arafi, with decades of religious and institutional experience, now finds himself at the heart of this delicate balancing act.

According to Alex Vatanka of the Middle East Institute, Khamenei’s willingness to appoint Arafi to senior and strategically sensitive positions showed he had “a great deal of confidence in his bureaucratic abilities.”
