The budget session at the Bihar Legislative Assembly saw a lot of ruckus amidst NRC debate, it was getting aptly clear in the House that the NRC will not be implemented in Bihar. The House unanimously took a decision on February 25 to scrap NRC exercise in Bihar by passing a unanimous resolution against it.
Bihar Assembly decided to take part in the NPR exercise in Bihar and that too on the basis of population records till 2010.
The Assembly has passed a resolution henceforth to implement the National Population Register (NPR) in its 2010 form with an amendment.
This important decision has come at a time when the election year in Bihar is going on.
Although Chief Minister Nitish Kumar has been saying from the beginning that NRC will not be applicable in Bihar, it was also passed in the House during the budget session.
Earlier in the day, Bihar Chief Minister Nitish Kumar — whose Janata Dal (United) is in alliance with the Bharatiya Janata Party (BJP) — had reiterated his opposition to “additional clauses” inserted in the NPR forms and said that the state government has written to the Centre urging that these be dropped.
Replying to a debate on an adjournment motion moved by Leader of Opposition Tejashwi Yadav, among others,
Nitish Kumar told that, “The Assembly should have “no confusion” regarding how the NPR exercise would be carried out in the state and that nobody would be asked to furnish information like places of birth of parents.”
Congress-ruled states have already announced that NRC will not apply to them.
Now Bihar also joined this episode, where it was unanimously passed in the House that it was decided that NRC will not be allowed to be implemented in Bihar. That is, Bihar no longer needs NRC.
Only on the basis of 2010, the data of NPR will be made.
Reading out the text of the letter to the Centre, Kumar said it has also been proposed by the Bihar government that “transgenders” be included in the gender column.
An opponent of the NRC, Kumar, however, disapproved of the NRC being raised by the opposition despite Prime Minister Narendra Modi’s categorical statement that a countrywide implementation was not on the anvil.
Both PM Modi and Home Minister Amit Shah have said that there has been no discussion on a nation-wide NRC.
