Labor legislation originated from a desire to eradicate juvenile labor during the late 1700s. A fever pandemic in cotton mills near Manchester in 1784 sparked concerns regarding the use of child labor and hazardous working conditions. Initiated by the justices of the peace for Lancashire, a local inquiry concluded that children’s employment hours should be restricted.

An initial significant measure towards labor protection was implemented in 1802 with the enactment of the Health and Morals of Apprentices Act. The policy implemented a restriction on working hours to twelve per day and prohibited night work. Additionally, it mandated that all apprentices be provided with suitable sleeping accommodations, apparel, and a minimum level of education. The Cotton Mills and Factories Act of 1819, which was enacted in response to the advocacy of industrialist Robert Owen, forbade child labor before the age of nine and imposed a maximum of twelve hours of work.

The Factories Act, enacted in 1833, imposed restrictions on the employment of individuals under the age of eighteen, strictly prohibited night labor, and established inspectors to ensure compliance with the regulations. The campaign ultimately resulted in the enactment of the Factory Act in 1847, which imposed a daily maximum of ten hours of labor on minors and women employed in British factories.

Since the 19th century, there has been a broader focus on the workforce, transcending the narrow scope of juvenile labor. Subsequent legislation enacted between 1860 and 1872 strengthened and expanded safety provisions and legal provisions, culminating in the Coal Mines Act of 1872, which applied the regulations to comparable industries.
