Hence, the inaugural legislation was enacted in the nascent colony, ensuring religious liberty and tolerance for all those who “shall confess and acknowledge one Almighty God as the Creator, Upholder, and Ruler of the world.” Unfortunately, Penn’s triumph would be in vain, as after the initial years, political, economic, and even religious strife would conspire against the experiment’s spiritual foundation.
