At the age of seventeen, he departed Anguilla with his fifteen siblings to pursue employment in Saint Martin. His wife and childless proprietor treated him as a son and bequeathed him the entirety of their estate upon their demise.

Upon his 1960 return to Anguilla, he discovered that his homeland lagged behind its neighbors by a century and that its inhabitants were in distress. He was resolved to take action with the funds he had inherited. He made contact with Robert Bradshaw, who resided in Saint Christopher, Saint Kitts, in 1966.

Webster extended an offer to finance the construction of a road development project and an electricity-generating facility in Anguilla. Webster, who had been granted a license to operate a power facility, made two separate attempts to meet with Bradshaw but was denied each time.

Anguilla was a constituent of a federation alongside Saint Kitts and Nevis at the time. Webster’s displeasure with the federation’s treatment of Anguilla propelled him to assume a pivotal position in the Anguilla Revolution and the subsequent dissolution of the federation. From May 1980 until March 1984, and again from February 1976 to February 1977, he served as the island territory’s chief minister.

In 2010, the Anguillan government proclaimed Webster’s birthday a national holiday in recognition of his pivotal role in orchestrating the island’s secession from the Saint Christopher-Nevis-Anguilla federation. The 90-year-old Webster died on December 6, 2016.
