The bench of Justice Madan B Lokur, Justice S Abdul Nazir and Justice Deepak Gupta has blamed the state government of being partial of registering a complaint against those involved in such heinous crime.

The bench asked Bihar Government that whether these children are a citizen of this country or not? SC asked the Bihar Government advocate that why these cases were not registered under section 377 of Indian Penal Code (IPC).
