Food Stamps for College Students: College students in California may find it easier to qualify for CalFresh food benefits under a new state rule that took effect on June 1, 2026. The change affects students studying for an associate or bachelor’s degree at a California Community College, California State University or University of California campus.
CalFresh is California’s version of the federal Supplemental Nutrition Assistance Program, or SNAP. People who qualify receive money on an Electronic Benefit Transfer (EBT) card. The card can be used to buy approved food items from participating stores. The amount a household gets depends on things such as income, household size and eligible expenses.
The new rule helps with one part of the CalFresh application that can be difficult for college students. Students who are enrolled at least half time normally face extra student eligibility rules. From June 1, 2026, students in associate and bachelor’s degree programs at California’s public college and university systems can meet an approved education pathway that removes this student restriction.

Who Can Get CalFresh Under the New Rule?
The change does not mean every student will automatically receive CalFresh. Students must still meet the program’s normal income and household rules.
The main change is that qualifying students enrolled at least half time in an associate or bachelor’s degree programme at a California Community College, CSU or UC campus can now use that enrollment to avoid the special student exclusion. This applies to different majors, including students who are taking general education classes needed for an associate or bachelor’s degree.
Before this change, students who were classified under the special student rules usually needed to meet another condition. These could include working at least 20 hours a week, getting approved federal or state work-study, caring for a child, receiving CalWORKs or taking part in an approved employment and training programme.
Some of these other pathways are still available for students who do not qualify through the new degree-program rule.
Students also need to be aware of household rules. For example, students under 22 who live with a parent generally have to be part of the same CalFresh household as that parent. A school meal plan can also affect eligibility.

California has also changed some work and community engagement rules from June 1, 2026. Certain adults may have to meet work or community activity requirements. Students attending school at least half time can be excused from those requirements, although the separate CalFresh student rules can still apply.
How Students can Apply for CalFresh
- Submit your application through BenefitsCal or contact your county social services office.
- You may need to provide your household, income and college enrollment information.
- If approved, your CalFresh money is added to an EBT card every month.
- The amount depends on your household size, income and some housing and utility costs.
