A conference was convened in Buenos Aires during the 1930s under the auspices of U.S. President Franklin Delano Roosevelt to deliberate on the necessity of establishing a ‘League of Nations of the Americas.’ In the event of a dispute, the members of this league would maintain a neutral stance. A collective security system was also implemented by members in order to address the challenges posed by the post-war circumstances. In 1947, in Rio de Janeiro, the Inter-American Treaty of Reciprocal Assistance (Rio Treaty) was ratified.
Ultimately, the O.A.S. was established in April 1948, bearing the signatures of twenty-one American member states, following a series of subsequent conferences. The first human rights document in history, the American Declaration of the Rights and Duties of Man, was also endorsed and adopted at this conference in 1948.
